InvestmentApplicants with a direct investment that results in stable operations and a good tax-paying record for three consecutive years. The registered capital actually paid by the applicant in China must meet one of the following requirements:
(1) Investment of at least $500,000 encouraged under the Catalogue for the Guidance of  Foreign Investment Industries;
(2) Investment of at least $500,000 in western China and key county under poverty alleviation efforts or development program ;
(3) Investment of at $ 1 million in Central China;

A copy of Business License, a Certificate of Approval for Foreign-invested Enterprise in the People's Republic of China (name of the applicant shall be clearly indicated in the column of Name of Investors), and the period of validity of annual inspection shall be three consecutive years prior to the date of the applicant's application;
4. Certificate of joint annual examination (the period of validity of the certificate shall be three consecutive years prior to the date of the applicant's application.)
5. Capital verification report (it refers to the report issued by an accounting firm under the circumstances of the first registration of an enterprise or the change of registered capital, of which content shall indicate that the applicant's investment is stable for three consecutive years before the date of application, and the amount of investment shall meet the required standard and the investment is already in place.)
6. Materials that show the investment of at least $500,000 encouraged under the Catalogue for the Guidance of Foreign Investment Industries promulgated by the State and the investment of at least $2 million that has been actually invested (foreign enterprises encouraged by the State shall submit Confirmation Letter of Foreign Investment Projects Encouraged by the State, and the period of validity of such document shall be three consecutive years prior to the date of the applicant's application.);
7. A certificate of Individual tax payment (including individual tax, urban real estate tax, vehicle and vessel license tax, stamp tax and deed tax), and the time of taxation shall be three consecutive years prior to the date of the applicant's application;
8. A certificate of no criminal record in the foreign country concerned issued by the relevant Chinese embassy or consulate;
9. A health certificate issued by a health quarantine agency designated by the Chinese government or by a foreign health quarantine recognized by the relevant Chinese embassy or consulate (with period of validity of 6 months).
10. A copy of valid passport and visa or residence permit;
11. Four recent colored full-face photos (2 by 2 inches, bare-headed) of the applicant;
12. Other relevant materials needed;
13. Power of attorney: A original power of attorney with the signature of the applicant;
14. A letter of authorization: authorization from the entrusted institution to the agent.
1. Certificates issued by relevant foreign organs shall be attested by the Chinese embassy or consulate in the foreign country concerned;
2. Materials in foreign languages shall be translated into Chinese, and the official seal of the translation company shall be affixed to the translated materials;
3. Original documents shall be examined before copies are delivered. Copies shall be on A4-sized paper, in triplicate and shall be arranged in the above order.
4. A health certificate with the period of validity of 6 months.
 1."Direct investment" refers to individual foreign investors make investment by establishing foreign-invested enterprises in China and by cooperating with the Chinese investors in joint exploration of petroleum, etc.Investment includes that made by cash in RMB and US dollars, but also technology, patents and equipment, but It does not include individual investment activities such as transaction of housing, stocks and securities. Applicant's Certificate of Approval for Foreign-invested Enterprise can be used as the certificate for "direct investment".
2. "Registered capital actually paid" refers to the funds actually paid.
3. “Stable investment within three years” refers to that the registered capital actually paid by the investors shall not be less than the standard stipulated by the State within 3 consecutive years upon and prior to the date of application. The registered capital actually paid can be confirmed with materials such as enterprise approval certificate, registration certificate, annual inspection certificate and capital verification report, etc. or through the administrative departments in charge of commerce, industry, etc.
4. "Total investment" refers to the sum of investments made by investors in different regions.
5. The "Western Region" refers to Inner Mongolia, Guangxi, Sichuan, Chongqing, Guizhou, Yunnan, Shaanxi, Gansu, Qinghai, Ningxia, Xinjiang, Tibet and the areas that enjoy the western region policy approved by the State Council.
6. "Central region" refers to areas other than the West and coastal areas.
7. "Coastal area" refers to Beijing, Tianjin, Hebei, Liaoning, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong, Guangdong and Hainan.
8. "Key State counties for poverty alleviation and development" refers to 592 key counties designated by the State Council and all regions of the Tibet Autonomous Region.
9. Investors that have made investment in the regions and industries stipulated in the Catalogue of Priority Industries for Foreign Investment in Central and Western China shall enjoy the policies of encouraging projects in the Catalogue for the Guidance of Foreign Investment Industries, The application conditions and materials are the same as those of the applicants encouraged by the Guidance of Foreign Investment Industries.
10. "Good tax-paying record" refers to the taxes that have been paid in accordance with the relevant laws of our country, including personal income tax, urban real estate tax, vehicle and vessel license tax, stamp tax, deed tax, etc.
11. "Joint Annual Inspection Certificate" refers to the joint annual inspection certificate issued by the departments of commerce, industry and commerce, taxation, customs and foreign exchange for foreign-invested enterprises; "Annual Inspection Certificate" refers to the annual inspection certificate issued by the relevant authorities for the registration certificates of enterprises or institutions other than foreign-invested enterprises. The above certificates, no matter in what form the above-mentioned certificates are issued by the authorities concerned, shall show that the activities concerning the establishment and operation of the relevant units involved by the applicant within the relevant stipulated time limit are legal and valid.
12. Personal Tax Payment Certificate" refers to the voucher for the applicant to pay all taxes within the time limit specified in the application conditions. Since it is difficult for public security institutions to determine all taxes and amounts payable by the applicants within the relevant time limit, the applicant's personal income tax payment vouchers will be examined when the institutions shall approve the situation with the tax authorities.
13. "Capital Verification Report" refers to a certificate issued by the government audit department or relevant specialized agencies to confirm the amount of registered capital paid by the applicant in the actual investment.

SkilledApplicants holding the position of deputy general manager, deputy factory director or above,; or of associate professor associate research fellow and other associate senior titles of professional post or above, or enjoying the equivalent treatment, for at least four consecutive years, with a minimum period of residence in China for three cumulative years within four years, and with a good tax-paying record. The employer of the applicant shall meet one of the following requirements:
(1) An institution subordinate to any department of the State Council or to a people's government at the provincial level;
(2) A key college or university (college or university of 211 Projects or the first batch of colleges to admit undergraduates in our province)
(3) An enterprise or government-sponsored institution implementing national key engineering project or major scientific research project;
(4) A high-tech enterprise, foreign-invested enterprise in encouraged fields, advanced technology enterprise with foreign investment or export-oriented enterprise with foreign investment.

1.Individual Applicant:

3. The Certificate of applicant's position or title issued by the employer. The certificate issued by the employer that the applicant has served continuously as vice general manager, vice factory director or above before the date of application, or has the title of associate professor, associate researcher or above, and has enjoyed equal treatment for not less than four years;
4. Original and a copy of work permit for foreigners. The period of validity shall be four consecutive years before the date of application for the applicant, and the information concerning the employer, position and personal condition on the certificate shall be consistent with the relevant certificates such as the certificate of employment; (For those who comply with the current provisions and exempt from the "work permit for foreigners", a written certificate issued by the relevant units shall be submitted.);
5. Certificate of registration of the employer. Enterprise: Copy of business license (approval certificate and joint annual inspection certificate of foreign-invested enterprise are required if the employer is a foreign-invested enterprise); other units: organization code certificate is required;
6. Copy of annual inspection certificate. If the employer is a foreign-invested enterprise, the approval certificate and the joint annual inspection certificate of the foreign-invested enterprise shall be submitted. The period of validity of the above certificates shall be four consecutive years prior to the date of the applicant's application and shall correspond to the applicant's time of service;
7. A certificate of one's post or title issued by the employer;
8. Original and copy of work permit for foreigners;
9. Applicant serving in colleges or universities of the 211 Projects or in the first batch of colleges to admit undergraduates in our province shall provide relevant certificate.
10. Applicant serving in enterprises and institutions that implement state key projects or major scientific research projects shall submit project certificates issued by administrative departments of provincial and ministerial governments; applicant serving in high-tech enterprises shall submit certificates of high-tech enterprises; foreign-invested enterprises and advanced technology with foreign investment encouraged by the State shall submit certificates of high-tech enterprises; Or the personnel serving in the export-oriented enterprises of foreign-invested products shall submit the confirmation of foreign-invested projects encouraged by the State, the confirmation of foreign-invested advanced technology enterprises or the confirmation of Foreign-invested Export enterprises. The period of validity of the above certificates shall be four consecutive years prior to the date of the applicant's application and shall correspond to the applicant's working time;
12. Personal Tax Payment Certificate. Tax payment shall be made for four consecutive years prior to the date of application;
13. A certificate of no criminal record in the foreign country concerned issued by the relevant Chinese embassy or consulate;
14. A health certificate issued by a health quarantine agency designated by the Chinese government or by a foreign health quarantine recognized by the relevant Chinese embassy or consulate (with period of validity of 6 months);
15. A copy of valid passport and visa or residence permit;
16. Four recent colored full-face photos (2 by 2 inches, bare-headed) of the applicant;
17. Other relevant materials needed;
18. Power of attorney: A original power of attorney with the signature of the applicant;
19. Letter of authorization: authorization from the entrusted institution to the agent.

1. Institutions subordinate to various departments of the State Council or provincial people's governments" refers to scientific research institutions directly subordinate to the State Council or provincial people's governments or institutions with administrative nature or functions.
2. "Key Higher Education Institutions" refers to colleges or universities of the 211 Projects or colleges which are the first batch of colleges and universities to admit undergraduates under provinces, autonomous regions and municipalities directly under the Central Government.
3. "Enterprises and institutions that implement key projects of or major scientific and technological projects of the State" refers to enterprises and institutions that directly enter into projects with central state organs or provincial people's governments and undertake the major tasks.
4.  Investment to high-tech enterprises, enterprises encouraged by the State, export-oriented enterprises and enterprises of advanced technology , all of which are foreign-funded enterprises shall be confirmed by certificates or confirmation letters issued by the Development and Reform Commission (Planning Commission) at or above the provincial level (including the provincial level) and by the departments of science and technology or commerce according to their respective functions and division of labor.

Special Contributions to ChinaApplicants making a great and outstanding contribution to China and applicants being specially needed by China,
(1) applicants who have made significant and outstanding contributions to national economic development and social progress;
(2) The world's top talents, special skilled talents and well-known persons of great value to the State.

Letters or recommendation issued to the Ministry of Public Security by the administrative ministries, commissions, bureaus (or provincial governments) under the State Council shall clarify the basic information, contributions and outstanding talents of the recommended personnel.
4. Certificates of relevant awards achievements. It refers to the award certificate issued by the administrative state department for the applicant, the certificate of scientific research achievements with worldwide influence or great value obtained by the applicant, etc. If the letter of recommendation may not be provided separately if specified in detail.
5. A copy of valid passport and visa or residence permit;
6. Four recent colored full-face photos (2 by 2 inches, bare-headed) of the applicant;
7. Other relevant materials needed;
8. Personnel of the 1,000 Talents Plan: Individual application,the Application Form for Foreigner's Permanent Residence in China, a copy of valid passport and visa or residence permit and other relevant materials needed.

1. Personnel that have made a great and outstanding contribution to China and applicants being specially needed by China are called "special personnel", which refers to the world's top talents, special skilled talents and celebrities who have made significant and outstanding contributions to national economic development and social progress or have great value to the State, including world-renowned Science Award winners, world-renowned scholars, entrepreneurs, athletes, literary and artistic figures, etc.
2. Personnel who have worked in China for a long time and made significant and outstanding contributions to local economy, science and technology, culture, society, etc. may also be recommended by the provincial people's government, which will be examined and approved by the Ministry of Public Security after consulting the relevant ministries and commissions.
3. Letters of recommendation and related certificates" refer to the letters of recommendation issued by the administrative ministries, commissions and bureaus under the State Council, residence certificates issued by the administrative state departments in China, award certificates, and certificates of scientific research achievements with worldwide influence or great value obtained by applicants, etc.Relevant organs may determine the relevant supporting materials to be submitted by the applicant according to their actual circumstances.
According to the relevant regulations, foreign Chinese scientific and technological talents can be confirmed and recommended by the Ministry of Personnel, and confirmed by the Ministry of Personnel with a letter of recommendation or identity confirmation and the "Residence Expert Card" in China.




Spouse and unmarried child under 18 years old of a person of above three categories
1. Certificates issued by relevant foreign organs shall be attested by the Chinese embassy or consulate in the foreign country concerned;

Such personnel may file application at the same time with the investors, employees and special personnel. They may also file application with the investors, employees and special personnel after their permanent residence permit in China have been approved. For application at the same time, the examination and approval authority shall take the prerequisite that investors, employees and special personnel have been approved to reside in China to approve the application of their spouses and unmarried children under the age of 18. For application not at the same time, the qualification for permanent residence in China of investors, employees and special personnel shall be taken as the prerequisite. This article applies to spouses and unmarried children under the age of 18 of people who were authorized to stay or settle permanently in China as investors, employees and special personnel before the promulgation and implementation of the Administrative Measures.
"Unmarried children under the age of 18" need not provide health certificates and no criminal record certificates.

Couple ReunionCouple reunion: be married to a Chinese citizen or a foreigner with a permanent resident status in China, for at least five years, with at least five consecutive years of residence in China and at least nine months of residence in China each year, and having stable source of subsistence and dwelling place.1. Individual application:

4. Identification certificate of spouse. It refers to the Permanent Residence Certificate and the ID card of Chinese Spouses and the original and a copy of the Permanent Residence Certificate of other foreign spouses. "Marriage status" column on the Household Registration Certificate shall be filled in "Married";
5. A Certificate of financial guarantee  (such as personal deposits frozen for more than 6 months) and certificates of house lease or ownership (to be notarized);
6. A certificate of no criminal record in the foreign country concerned issued by the relevant Chinese embassy or consulate;
7. A health certificate issued by a health quarantine agency designated by the Chinese government or by a foreign health quarantine recognized by the relevant Chinese embassy or consulate (with period of validity of 6 months);
8. A copy of valid passport and visa or residence permit;
9. Four recent colored full-face photos (2 by 2 inches, bare-headed) of the applicant;
10. Other relevant materials needed;
11. Power of attorney: A original power of attorney with the signature of the applicant;
12. A letter of authorization: authorization from the entrusted institution to the agent.

1. The The marriage relationship shall still exist upon application for couple reunion. Duration of the applicant's legal short-term stay in China or residence at the level of studying abroad or serving before the application may be included in the residence period stipulated in this Article.
2. "Certificate of Financial Guarantee" or "Certificate of Financial Source" refers to the certificate of source of personal income which is not less than the minimum monthly living security allowance of the place where the relevant organ is located and has disposable property equivalent to the deposit amount of more than 10 years or a relatively stable monthly income source not less than the standard within 5 years after the application is accepted. Either the property or income of the applicant or the common property or income shall be shown in application for couple reunion. If the economic conditions of the dependants fail to meet the above criteria, the dependants need to be provided with financial guarantees not lower than the above criteria.

Parent-child ReunionChildren under 18 years of age returning to their parents. 1. Individual application:
2. The Application Form for Foreigner's Permanent Residence in China; Both parents shall sign at the same time at the "applicant's signature" of the application form. If the parents have divorced, the party who has custody responsibility for the applicant shall sign at the application form;
3. A birth certificate of the applicant or parentage certificate is required, and a certificate of adoption shall be submitted for adoptive relationship (the above certificate issued by the relevant foreign institutions shall be certified by the Chinese Embassy and Consulate in that country);
4. Identity documents of Chinese Parents (household register, ID Card) or the original and a copy of Permanent Residence Permit of Foreign Parents;
5. If the parents have divorced, a certificate of guardianship to the applicant shall be provided, such as court judgment, etc.
6. A copy of valid passport and visa or residence permit;
7. Four recent colored full-face photos (2 by 2 inches, bare-headed) of the applicant;
8. Other relevant materials needed;
9. Power of attorney: A original power of attorney with the signature of the applicant;
10. A letter of authorization: authorization from the entrusted institution to the agent.

1. At least one parent of a parent-child reunion applicant is a Chinese citizen or a foreigner with permanent residence in China. When such application is accepted, the applicant's nationality shall first be examined and confirmed in accordance with China's Nationality Law.
2. "Unmarried children under 18 years of age" includes unmarried children under 18 years of age whose relationship with their fathers (mothers)is recognized by the Chinese law and who have guardianship with reunited persons, such as biological children, stepchildren and adoptive children.
3. "Birth Certificate or Parent-Child Relationship Certificate" refers to the certificate that proves that the applicant has the father (mother) child relationship recognized by the Chinese law. If the birth certificate can fully confirm the relationship, it is no longer necessary to provide certificate of parent-child relationship. If the birth certificate can not fully confirm the relationship, it is necessary to provide a certificate of legal effect, such as paternity appraisal issued by public security and judicial organs, household register for Chinese residents, etc. If issued by foreign government departments or agencies, the above relevant certificates shall be certified by the Chinese embassy and consulate in the country concerned.
If adoptive relations are established in China in accordance with Chinese law, the provincial civil affairs departments shall issue certificates of adoption; if adoptive relations are established abroad in accordance with foreign laws, relevant foreign authorities shall issue certificates of adoption which shall be certified by the Chinese embassy and consulate in the country concerned; if adoptive relations are established in the Hong Kong Special Administrative Region, a notary certificate of adoption shall be issued by a notary public (Hong Kong) entrusted by China; if an adoption relationship is established in the Macao Special Administrative Region, a notary of the Macao Special Administrative Region, a notary certificate of adoption shall be issued by a notary public in Macao; if an adoption relationship is established in Taiwan, a notary public of the Taiwan Region shall issue an adoption notary certificate, and if there is any doubt about the notarial certificate, it may be verified and confirmed with the association of notaries of provinces (autonomous regions and municipalities directly under the Central Government).

Dependent RelativesBe at least 60 years old, with no direct relatives abroad and have sponsoring relatives in China, stayed in China for at least five consecutive years with at least nine-month residence in China each year and have stable source of subsistence and dwelling place.1. Individual application:

3. A certificate of no direct relatives abroad. It refers to the certificate issued by the relevant organs of the country of the applicant's nationality and certified by the Chinese embassy and consulate in that country or by the embassy and consulate of the country of the applicant's nationality in China and the declaration that the applicant has no direct relatives abroad;
4. A certificate of domestic kinship. It refers to the certificate and the household registration card that proves the kinship issued by the police station; or the notarized certificate of kinship; or the identification result of kinship issued by the relevant judicial appraisal organs;
5. The original and a copy of the household registration certificate and ID card of the Chinese citizen, or permanent residence card of the foreigner who is the sponsor;
6. A certificate of house lease or ownership;
7. A certificate of financial guarantee (such as personal deposits frozen for more than 6 months) ;
8. A certificate of no criminal record in the foreign country concerned issued by the relevant Chinese embassy or consulate;
9. A health certificate issued by a health quarantine agency designated by the Chinese government or by a foreign health quarantine recognized by the relevant Chinese embassy or consulate (with period of validity of 6 months).

Dependent relative applicants shall be at least 60 years old upon application and shall meet other relevant requirements within five consecutive years before the date of application. The period of legal stay in China before application or residence in China at the level of studying abroad or holding posts may be included in the period of residence stipulated in this Article.
Foreign Chinese can also depend on their brothers and sisters and their adult children who have reached the age of 18 in China. The application conditions and the application materials are the same with those of applicants of dependent relatives.
